Delta Housing Authority, an equal housing opportunity provider, provides a range of housing programs designed to support individuals, families, and seniors throughout our community. From public housing to voucher assistance and rural development, and low-income housing tax credit, each program is created with a focus on stability, quality, and care. All housing opportunities have 24-hour maintenance services available. All units of our housing programs are smoke free.

Thompson Manor 1

Public Housing

Delta Housing Authority currently owns and manages 75 smoke free units in our public housing portfolio ranging in size from one to four bedrooms.  Public housing serves individuals and families with low-income housing located in the City of Delta. In general, residents pay a rental amount that is 30% of their adjusted income.  Income limits established by U.S. Department of Housing and Urban Development are used to determine eligibility.

Housing Choice
Voucher Program

The Housing Choice Voucher (HCV) program enables very low income families and individuals to rent privately owned homes, town-homes or apartments anywhere in Delta County.  Participants qualify based on income and family size and rent is approximately 30% of the household’s adjusted monthly income.  The rental units must meet an acceptable level of health and safety standards.  Delta Housing Authority (DHA) pays rental assistance in the form of a Housing Assistance Payment directly to the landlords. Currently, Delta Housing Authority manages 236 vouchers throughout Delta County. DHA offer’s HUD-VASH Vouchers – Veteran Affairs Supportive Housing Vouchers.

Voucher

For HCV Landlords

If you wish to rent to a Housing Choice Voucher/Section 8 family and enjoy a number of benefits, including lower vacancy rates, tenant stability, and free property inspections, you should inform Delta Housing Authority of the availability of your property. Ultimately, it is the Housing Choice Voucher/Section 8 family’s decision whether or not to rent your property. Of course, as the landlord, you would screen the family just as you would any other prospective tenant. 

 

The following steps summarize the process to become a Housing Choice Voucher/Section 8 landlord:​

  1. Attend Owner Briefing (Recommended)

  2. Market your property

  3. Complete suitability screening

  4. Complete and submit a Request for Tenancy Approval (RTA)

  5. Pass a unit inspection

  6. Execute the lease and Housing Assistance Payment (HAP) contract

  7. Comply with HUD and Delta Housing Authority’s rules and regulations (enforce lease)

Grand Manor Apartments

Delta Housing Authority manages a 10 unit apartment complex in the City of Delta specifically for the elderly (62 and older) and persons with disabilities.  Rent is subsidized and applicants must be low to very low income to be eligible.

Villas at the Bluff

Villas at the Bluff is Delta Housing Authority’s workforce housing development consisting of 80 apartments for low income individuals and families. Apartments range in size from one to three bedrooms. Applicants must be income qualified with a 30%, 40%, 50%, and 60% of the area median income to be eligible. The Villas is rent restricted where rents are kept low and are directly related to the household income.
